Pay Equity is equal pay for work of equal value. Pay equity compares the value of jobs usually done by women (female jobs) to the value of jobs usually done by men (male jobs) based on four factors: skill, effort, responsibility and working conditions. A female job which is approximately equal in value to a male job must be paid at least the same job rate.  Historically, men and women tended to work in different jobs. However, female jobs have been both undervalued and underpaid. This wage gap between men and women has gone down, from 36% in 1987 (the year before the Act came into force) to 31% in 2001.  In summary, pay equity means:

  • paying jobs usually done by women at least the same as jobs usually done by men;
  • even though they are different;
  • as long as they're equal or comparable in value. 

 
Pay Equity Commission of Ontario The Pay Equity Office (PEO) is responsible for implementing and enforcing the Pay Equity Act. The PEO investigates, mediates and resolves complaints under the Pay Equity Act. The PEO also provides programs and services to help people understand and comply with the Pay Equity Act.  
 
The Pay Equity Hearings Tribunal (PEHT) is responsible for adjudicating disputes that arise under the Pay Equity Act.

Review Services Review Officers investigate objections to pay equity plans, and complaints of contravention of the Act. Preparation and implementation of pay equity plans may be monitored to ensure compliance. As needed, Review Officers will mediate between parties or may issue an order to solve disputes.
