ORHMA Meets with Leader of the Opposition

The ORHMA had the opportunity recently to meet with Tim Hudak, newly elected Leader of the Official Opposition, to discuss issues of concern to the tourism and hospitality sectors ahead of the upcoming fall legislative session.

Having served previously as the Minister of Tourism and the Minister of Consumer and Business Services, Mr. Hudak has a good understanding of the pressures faced by Ontario's tourism and hospitality businesses. Mr. Hudak is committed to reducing red tape for business, lower taxes and stimulating the economy to better support small business.

Among the issues discussed were the state of the industry, the impacts harmonized sales tax will have on various segments of the hospitality and tourism industry, the tourism competitiveness study, border issues and the effects of continued increases to minimum wage.

Province Launches Tourism Competitiveness Study

The Ontario Government has launched a competitiveness study of Ontario’s tourism industry, to be led by Greg Sorbara, MPP for Vaughan, and in June 2008 released a Tourism Competitiveness Study Discussion Paper.

The objectives of the study are threefold: to engage Ontario as a whole, including the tourism and hospitality sectors, in a process to consider the future of tourism in our province; to raise the tourism industry’s profile and create a platform for new initiatives; and to deliver a focused agenda – for the public and private sectors – to support the growth and long-term viability of tourism in Ontario as an important element of our economic development.

The Discussion Paper lays out six strategic questions:

The Market: What are our best prospects?

The Product: How can we provide the experiences tourists want?

The Story: How do we market Ontario?

The People: How can we ensure a well-trained workforce?

The Tools: What are the appropriate roles for government?

The Industry: How can the industry work together to achieve success?


The ORHMA wants to hear your ideas on how to improve Ontario’s tourism industry, how to better position Ontario as a tourism destination to both domestic and foreign markets, and what policies or investments might be made at the provincial or regional levels to improve your business, your market and your region.

This is a unique opportunity for the ORHMA and its members to provide input to government that will influence government and private sector partnerships, policies and investments in tourism and will better position Ontario as the premier, four-season destination of choice.

Hotel Fire Safety


Hotel Fire Safety Regulations Take Effect January 1, 2007

On January 1, 2007 changes to the Ontario Fire Code took effect, impacting all hotel and motel properties with four or more guest suites.

Ontario Regulation 144/06, amending the Fire Code to consolidate comprehensive fire safety requirements for hotels came into force on January 1, 2007. Effective that date, the Fire Code now applies to hotels in its entirety. In addition, Section 9.9 of the Fire Code contains mandatory retrofit requirements for existing hotel establishments with a compliance period phased in over 5 years.

Hotel Guest Room Signage Requirements

The following signage requirements apply to guest rooms in all hotels and motels in the Province of Ontario:

Fire Code: Recent changes to the Fire Code for hotels require that signage be posted on the inside of egress doors of each guest suite and shall indicate: (a) action to be taken by guests discovering a fire or hearing a fire alarm signal; (b) fire safety rules; and (c) the location of exits.”

Innkeepers Act: Section 6 requires innkeepers to post, in a conspicuous place, in every guest room and office a copy of the wording provided in section 4 which outlines the limitation of the innkeepers’ liability. Section 4 states:

Limitations of innkeeper’s liability

4. (1) No innkeeper is liable to make good to any guest any loss of or injury to goods brought to the inn, not being a horse or other live animal, or any gear appertaining thereto, or a carriage, to a greater amount than the sum of $40 except, except where default or neglect (a) where the goods have been stolen, lost or injured through the wilful act, default, or neglect of the innkeeper or the innkeeper's employee; or unless deposited with him for safekeeping
(b) where the goods have been deposited expressly for safe custody with the innkeeper. R.S.O. 1990, c. I.7, s. 4 (1).

Conditions of liability

In case of such deposit, it is lawful for the inn
keeper, if the innkeeper thinks fit, to require, as a condition of liability, that the goods shall be deposited in a box or other receptacle, fastened and sealed by the person depositing the goods. R.S.O. 1990, c. I.7, s. 4 (2).

Hotel Registration of Guests Act: Section 5.1 requires room rates to be posted in a conspicuous place in every guest room. Section 5.2 makes it an offence to not post such signs.

Smoke-Free Ontario Act:

Section 22 of Regulation 48/06 requires hotel and motel operators to post prescribed No Smoking signs (available from local public health units) in every non-smoking guest room and attached washroom.
